Lieutenant-General Darcy Molstad was born and raised, in Edmonton, Alberta. He joined the Canadian Armed Forces (CAF) in 1996 after completing a Bachelor of Science at the University of Alberta. As a CF-18 pilot he flew operational tours in Bagotville, Cold Lake, and South Carolina on exchange with the United States (US) Marine Corps. He commanded 425 Tactical Fighter Squadron in Bagotville, Deployed Air Task Forces in Iceland, Romania, and in Hawaii, and 3 Wing / Canadian Forces Base Bagotville. As a General Officer, he deployed as Director of the US Combined Air and Space Operations Center in Al Udeid, Qatar, and served a two-year tour as Deputy Commander of Canadian Joint Operations Command, second in command of all deployed CAF personnel.
 
His executive staff experience includes serving as an Attaché in the United Kingdom and Iceland, as the Special Advisor to the Minister of National Defence, as Director General of Strategies, Effects, and Readiness at the Strategic Joint Staff, and most recently as the Chief of Force Development designing the Joint Force of the future.
 
Lieutenant-General Molstad holds master’s degrees from the Royal Military College of Canada and the U.S. Air Force Air University and is a graduate of the U.S. Naval Postgraduate Senior International Defense Management Course and the Institute of Corporate Directors Rotman School of Management Directors Education Program. He is a Fighter Weapons Instructor with over 2,200 hours logged on the CF-18. He was promoted to his current rank and named the inaugural Commander of the Canadian Joint Forces Command in December 2025.

Dominique joined the Defence Investment Agency (DIA) in August 2026 as Director, Marine, Industrial and Technological Benefits (ITB). Prior to the DIA, Dominique spent the majority of his 26-year career covering the aerospace and defence sectors as a Trade Commissioner and Deputy Director at Global Affairs Canada; as Director of Policy, ITB and as Director of Aerospace at the Department of Innovation, Science and Economic Development. He was also Director Departmental Liaison at ISED for the Office of the Honourable Mélanie Joly, Minister of Economic Development and Official Languages. Dominique has been a member the Canadian Armed Forces Army Reserve for over 33 years. He served on a tour of duty with the Canadian Army in Afghanistan (OP Athena) in 2008 and in the Philippines (OP Horizon) in 2026.

Dominique s’est joint à l’Agence de l’investissement (AID) pour la défense en août 2026 en tant que Directeur, Marine, Retombées industrielles et technologiques (RIT). Avant l’AID, Dominique a passé la majeure partie de ses 26 ans de carrière appuyant les secteurs de l'aérospatiale et de la défense en tant que Délégué commercial et Directeur adjoint à Affaires mondiales Canada; Directeur, politiques, RIT et Directeur, industrie aérospatiale à Innovation, sciences et Développement économique. Il a aussi occupé le poste de Directeur, Liaison auprès du ministère pour le Cabinet de l’honorable Mélanie Joly, ministre du Développement économique et des Langues officielles. Dominique est également membre de la réserve des Forces armées canadiennes pour plus de 33 ans. Il a servi dans l'Armée canadienne en Afghanistan (Opération Athena) en 2008 et aux Philippines (Opération Horizon) en 2026.

Dr. Kate Kaminska is the Director General of the BOREALIS Joint Program Office at Defence Research and Development Canada (DRDC), where she is leading the creation of a new cross-government platform to accelerate defence innovation, advanced research, and secure technology development. Prior to assuming this role, she served as DRDC’s Chief Scientist and Departmental Science Advisor to the Department of National Defence (DND).  

A physicist with a background in materials science, Dr. Kaminska has over 20 years of experience in public sector science and innovation, with expertise in quantum technologies, artificial intelligence, and defence S&T. She has held several senior leadership positions, including: 

• Director, Digital Solutions (DND Digital Services Group), where she established a new directorate and led major digital transformation initiatives, including cloud modernization and new product-based delivery models; 
• Director, R&D Program (DRDC), overseeing a multi-million-dollar portfolio of research in quantum, autonomy, and electronic warfare; 
• Section Head, Joint Targeting (DRDC CORA), where she developed a new capability delivering real-time S&T support to military operations; and 
• Portfolio Manager, IDEaS, leading the inaugural competitive project call and pioneering agile procurement processes for defence innovation. 

Earlier in her career, she served as Advisor to the Chief of Staff (Science and Technology), as a Defence Scientist specializing in public safety and security, and as a Research Officer at the National Research Council of Canada, working at the forefront of nanotechnology. 
 
Dr. Kaminska holds a Ph.D. in Physics (2005) and a B.Sc. in Engineering Physics (2000), both from Queen’s University. 

Duncan Stewart is a founding partner in Canada’s first deep tech dual-use defence venture capital fund at the Business Development Bank of Canada (BDC). He is also a special executive advisor on industry inside the Canadian Armed Forces Joint Forces Command. He has >30 years experience in science and technology for defence and national security.
