Lieutenant-General (ret’d) Frances Allen served in the Canadian Armed Forces for over 41 years, retiring in November 2024.
She commanded at multiple levels throughout her career, at aerospace engineering and telecommunications support units, cyber operations units and information operations units, also serving as the Joint Force Cyber Component Commander to Canada’s Joint Operations Commander.
In 2020, she served in Brussels as Canadian Military Representative to NATO, and as the Vice-Chief of the Defence Staff, she was responsible for the execution of the Defence Services Program and overall Capability Development.
Lieutenant-General (ret’d) Allen has a Bachelor of Science (Honours) in Statistics from Queens University, and a Master in Defence Studies from the Royal Military College of Canada.
